Job Summary

The FCD Senior Financial Analyst will be responsible for supporting the financial control systems, procedures, practices and policies within the Finance Unit of the Family and Children Division. Duties include ensuring that accounting records/documents generated by the Finance Unit are accurately prepared and maintained in accordance with Government’s Financial Regulation’s and in keeping with stipulated timeframes. The FCD Senior Financial Analyst is also required to effectively monitor the court’s financial assets to avoid the misuse or misallocation of funds and ensure that the Court’s financial objectives are adequately met. Duties also include in the supervision of sub-ordinate staff and provision of guidance in the performance of their duties.

Supervision Given to Business Operations Assistant II and Business Operations Assistant I or other staff as assigned
Duties and Responsibilities
  • Supervises, plans, directs and co-ordinates the work of a group of professional and support staff, as assigned.
  • Supports the development and implementation of sound financial policies and procedures in consultation with members of the Executive Team.
  • Prepares the Family and Children Division’s annual recurrent and capital/PSIP estimates, projections and budgets for revenues, expenditure.
  • Prepares and co-ordinates monthly/quarterly budgets, financial statements and forecast for the FCD, for the allocation and release of funds.
  • Consults with internal or external stakeholders for the allocation/release of funds to meet the recurrent and PSIP expenditures of the Family and Children Division, as required.
  • Monitors and analyses the financial performance of the FCD against budget forecast and expenditure and prepare reports outlining financial variances to aid in the maintenance of the strategic financial direction.
  • Monitors the maintenance of all ledger registers, records and financial documents to ensure the accuracy of all accounting transactions.
  • Prepares and submits financial records/reports for periodic review by both Internal and External Auditors or other stakeholders, as required.
  • Monitors the day-to-day operations of the Unit as it relates to the processing and payment of salaries and other financial expenses.
  • Conducts thorough research of historical financial data, as required.
  • Co-ordinates with the Executive Team on matters relating to financial planning and provides advice, guidance and recommendations on complex financial matters.
  • Represents the FCD at various meetings or other fora, as required.
  • Keeps abreast of changes in Government’s financial regulations and utilises this knowledge in the performance of job duties.
  • Performs other related duties as required.
Knowledge
  • Considerable knowledge of accounting and financial planning and financial management principles and practices.
  • Considerable knowledge and understanding of Government’s financial systems and regulations.
  • Knowledge of financial databases including those used within the Government service such as the Integrated Human Resource Management Information System (IHRIS).
Skills and Abilities
  • Ability to maintain high levels of confidentiality in handling sensitive financial information.
  • Ability to supervise/lead a group of professional and support staff engaged in the provision of financial services.
  • Ability to coach and mentor a group of professional and support staff and effectively treat with disciplinary matters.
  • Attention to detail.
  • Ability to work independently and use initiative for analysing, interpreting and solving complex problems and making sound decisions/recommendations in keeping with approved policy frameworks.
  • Ability to work effectively under pressure in an intensive environment and within stipulated deadlines, whilst maintaining a high level of service.
  • Ability to establish, build and maintain a good working relationship with both internal and external stakeholders.
  • Ability to communicate effectively both orally and in writing.
  • Skill in the use of Microsoft Office Suite.
Minimum Experience and Training
  • A Bachelor’s degree in Accounting, Finance, Economics, Business Administration or closely related field.
  • Postgraduate diploma in the above mentioned areas or in any closely related field would be an asset.
  • Minimum of five (5) years’ experience in the field of financial operations and management with at least three (3) years’ performing duties at a supervisory level.
  • Experience working within the financial sector of the Government service will be an asset.
  • Any equivalent combination of training and experience with the requisite knowledge, skills and abilities.
  • Proficiency in Microsoft Office Suite.
