Job Summary

The incumbent will plan, organize, and supervise operations staff to ensure stability of the IT infrastructure for the Judiciary.

Duties include:  developing, maintaining, supporting, optimizing network infrastructure, server infrastructure, data communications and telecommunications systems; scheduling and directing activities to resolve hardware and software problems; work with management to identify, recommend, develop, implement and support cost-effective technology solutions.

Duties and Responsibilities
  • Provides proactive leadership in implementing and maintaining the court’s network infrastructure, core business and departmental applications, as well as ensuring the security of the court’s data and processes.
  • Works with court leaders, judicial committees, justice agencies, court departments, vendors, and others to ensure the Court is fully supported by the appropriate levels of technology services.
  • Stays on top of technology trends, and researches and proposes solutions.
  • Performs advanced level of VMware, Windows Server, Azure Cloud IAAS/PAAS platform related compute, storage, network, security, automation administration.
  • Designs and implements short- and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.
  • Manages IT infrastructure staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
  • Develops, implements, and maintains policies, procedures, and associated training plans for infrastructure administration and management.
  • Develops and implements plans for backup and business continuity, including disaster recovery and high availability operations.
  • Participates in the development of IT strategies in collaboration with Management and/or the Executive Team.
  • Works with the Court Systems Manager to conduct research and make recommendations on products, services, protocols and standards in support of all infrastructure procurement and development efforts.
  • Works with the Court Systems Manager to analyze existing operations and make recommendations for improvement and growth of network infrastructure and ICT systems.
  • Develops business case justifications and cost/benefit analyses for IT infrastructure spending and initiative.
  • Establishes service level agreements with departments.
  • Ensures the efficient utilization of IT resources (personnel and equipment) across the organization.
  • Assists with the planning and deployment of infrastructure security measures.
  • Manages and sets priorities for the design, maintenance, development, evaluation, upgrade and support of all infrastructure systems, including LANS, WANS, Internet, Intranet, security, and wireless implementations.
  • Develops maintenance schedules for network and systems equipment.
  • Tests network performance and provides network performance statistics and reports.
  • Performs other duties as assigned.
Knowledge
  • Current protocols and standards, including MPLS, Cisco Routing, TCP/IP, remote Desktop Services.
  • Operating systems, including Microsoft Windows Server, VMWare vSphere, and Active Directory.
  • Communication systems, including analog and digital telephony.
  • Voice over IP (VOIP), Cisco CUCM, Cisco Unity Connection and Network analysis/sniffing.
Skills and Abilities
  • Must have a global outlook with the ability to identify and assess trends and changes in the global environment, particularly as they relate to Court information systems, and information communications technologies that enhance and support business continuity in the court environment.
  • Successfully lead an infrastructure team.
  • Manage and support load balancers, x86 servers, SAN storage, fibre channel switches, tape backup, Cisco switch/routing, Checkpoint firewall, WAN operations and optimizations, network security appliances, intrusion protection solutions, Cisco uniform Computing System, wireless access solutions.
  • Ability to demonstrate advanced application in the areas of hardware devices, operating systems, database, storage subsystems and how they interrelate.
  • Experience with backup/DR based technologies: Veeam, Zerto, Commvault or Rubrik.
  • Experience with Microsoft Intune, Microsoft Teams and/or Azure ATP.
  • Ability to work independently, multitask, prioritize workload with respect to importance and deadlines, communicate clearly and manage stakeholders.

Minimum Experience and Training

Bachelor’s degree in management information systems, information technology, computer science or a closely related field

AND

Three (3) years of network administration experience in the installation, configuration, troubleshooting, repair, maintenance, upgrade and performance monitoring of multi-segment networks and servers; experience in government or the public sector; project management experience; supporting MS SQL, SharePoint, Office, and Exchange software.

Desirable Qualifications

  • Minimum six (6) years of experience installing, configuring and supporting Windows servers operating systems: Server 2008/2012/2016
  • Minimum five (5) years of experience administering VMware vSphere 6.0 and above
  • Minimum three (3) years of experience working with virtual machines, virtual networking
  • Minimum (1) year of experience configuring and maintaining Office 365 workloads such as Exchange, OneDrive, SharePoint, Skype for Business, Azure Active Directory
  • Minimum (1) year of experience with Azure DevOps: Pipelines, CI/CD and PAAS
  • Minimum (2) years of experience with enterprise application/web servers: WebLogic, Tomcat, Apache, Microsoft IIS
