Job Summary

The Divisional Drug Treatment Court Process Coordinator reports to the Divisional Drug Treatment Court Process Manager and is responsible for assisting, organizing and coordinating activities in accordance with the Criminal Division and District Criminal and Traffic Courts (CDADCAT) drug treatment process.

The Divisional Drug Treatment Court Process Coordinator may be assigned to any CDADCAT location.

Reports to Divisional Drug Treatment Court Process Manager/Designated Officer
Supervision Given to All Staff assigned to specific Courts attached to the Drug Treatment initiative
Duties and Responsibilities
  • Works with Divisional Drug Treatment Court Process Manager, judicial officers, unit heads and other stakeholders to engage in strategic planning for the unit in accordance with the strategic direction of the Judiciary.
  • Guides the operational direction of the programme at the district court level in accordance with the direction of the CDADCAT.
  • Implements policies, procedures and systems as approved by the Divisional Drug Treatment Court Process Manager and Deputy Court Executive Administrator, to ensure the operational efficiency of the Unit.
  • Receives Court Orders form the Court and processes them in accordance with established processes, procedures and organizational standards.
  • Implements systems in order to maintain complete, accurate, and up-to-date service reports on offenders, including, case notes, quarterly summaries and reports.
  • Ensures files are created and maintained for each client and information is entered in the Court Case Management System (CCMS)/TT.Jim.
  • Liaises with clients to clarify key aspects of Court Orders and next steps, and interviews them before processing.
  • Identifies internal and external service providers approved by the Court for provision of relevant support services.
  • Monitors each case to ensure the programme is being effectively implemented and standards are being maintained.
  • Assists with the development and maintenance of strategic relationships with key agencies including, social services, treatment providers, and other professional engaged in the National Drug Treatment and relevant restorative initiatives.
  • Coordinates effectively with other Units within the Court system to ensure the maximum utilisation of available resources in attaining service goals.
  • Assists with the development and implementation of feedback mechanisms from clients and key stakeholders on the services provided.
  • Ensures that matters referred to the Unit are treated with the highest level of integrity and confidentially.
  • Arranges for the preparation of notice of failure for the approval of the Registrar for filing in Court, if the client fails to pursue or complete the programme or measures recommended for graduation.
  • Manages the team and ensures the supervision and development of assigned staff.
  • Delegates the appropriate level of decision-making ability to lower level staff.
  • Translates the CDADCAT’s culture into an effective culture for the Unit.
  • Contributes to the Judiciary’s Annual Report.
  • Compiles and provides statistical information monthly, quarterly, and annually, and as requested by the Drug Treatment Court Process Manager and Court Administrators in keeping with the prescribed format.
  • Interacts with and attends meetings, as required.
  • Interacts with internal and external stakeholders.
  • Performs related duties as may be required.
Knowledge
  • Familiarity with the Rules of Court, the CDADCAT Legislation Act No. 12 of 2018, and other relevant legislation.
  • Knowledge of Judiciary’s policies, rules and regulations.
  • Good knowledge of social services agencies operating in Trinidad and Tobago.
  • Knowledge of social problems and cultural norms in Trinidad and Tobago.
  • Knowledge of case management and caseflow management.
Skills and Abilities
  • Ability to use initiative, as well as to work collaboratively with key internal and external stakeholders.
  • Be a dynamic professional with experience in programme monitoring and implementation to ensure the smooth functioning of the Unit.
  • Ability to make logical assessments of situations as they relate to the needs of clients.
  • Case conferencing capability.
  • Be able to perform in a facilitative role tactfully, and with sensitivity to cultural differences.
  • Demonstrate keen attention to detail and customer service imperatives.
  • Excellent interviewing, listening and observation skills.
  • Ability to prepare and analyse comprehensive reports, and make recommendations, where necessary.

Minimum Experience and Training
  • A First Degree in Social Sciences, Social Work, Psychology, Counselling or Management or relevant field from a recognised University.
  • A minimum of three (3) years’ experience in the social services field and operating at the supervisory level.
  • Familiarity with the court system and criminal justice system.
  • Experienced in project or programme management and implementation.
  • Any other equivalent combination of training and experience will be considered
